Tender: Parkland Plan and Cost Planning

The City of London Corporation, acting as the Conservators of Epping Forest, is seeking a suitably experienced consultancy, with a strong track record in historic landscape restoration, regeneration and management, to lead a small specialist team that will advise the City of London, Wanstead Sports Grounds Ltd and associated stakeholders, on the preparation of a Parkland Plan and associated capital and revenue cost plans for the Grade II* Wanstead Park Registered Park and Garden of Historic Interest.

The aim of this commission is to direct future planning of the Park. The stakeholders group and the City of London seek a firm basis on which to assess the viability of a Round One application to the Heritage Lottery Fund’s Parks for People programme.

Through reviewing the extensive knowledge and evidence base within a number of reports, which has gone a long way to determine the investment needs for the historic landscape, parkland and it’s audiences, the commission (hitherto know as ‘the plan’) will establish:

·         A consensus within the partnership’s key stakeholders over the scope of works that should be included in the next phase of landscape restoration and regeneration that will both remove the park from the English Heritage ‘at risk’ register and also satisfy the criteria of the HLF Parks for People programme;

·         The capital costs of delivering the above phase of works;

·         The annual revenue costs of managing and maintaining the parkland post project completion;

The City of London has not yet made a commitment to make an application to the Heritage Lottery but the development of the Plan will take place in parallel with the decision making process within the Corporation.

Should a decision be made to apply to the lottery, the aim is for the application to be made in August 2015. If the City decides that a lottery bid will not be made, the outcome of the Plan will be beneficial in targeting the available resources towards an agreed programme of investment priorities and to direct smaller scale funding bids/income generation proposals.
